A shop that already has Stripe Checkout or Payment Links must hear about `checkout.session.completed` and know whether intake was marked done. Order Desk issues a webhook URL for *their* Stripe account, verifies `Stripe-Signature`, sends Telegram via *their* BotFather bot, starts an SLA clock, and pings again if they do not click mark-done.

Guarantee: ping within 60 seconds of Stripe delivering the webhook. We do not fulfill the order. We never see PAN. We reject `sk_live` keys; only `whsec_` signing secrets.
