Is this legal advice?
No. We organize documents and facts. Which arguments to lead with is legal strategy, and that line is real — free legal aid and your state claimant advocate exist for exactly that, and the binder lists them.

Why does the hearsay marking matter?
Referees give less weight to secondhand accounts. The witness list marks who saw or heard things directly so you know which witnesses actually help — that is a fact about how hearings work, not advice about your case.
